In a saucepan, mix the condensed milk with the cream and heat over low heat. Add the chocolate and stir until it melts and a smooth mixture forms.
Once the mixture begins to simmer lightly, remove it from the heat and break the butter cookies into it. Mix thoroughly so that all the cookies are coated with the chocolate mixture.
Prepare a round cake pan and press the cookie mixture into the bottom. Smooth the surface with a spoon.
